		<description>Just to clarify, the guidance on costs requires reporting against five broad categories: strategy &amp; planning, design &amp; build, content, hosting &amp; infrastructure and evaluation. The list of 200 activities is an aid to deciding the category to which a particular cost should be assigned - if it&#039;s not obvious. Perhaps the guidance needs to spell this out more clearly.

A more general point is that open source products and plug-ins, while they are &#039;free&#039; and realtively quick to test, may still require maintenance, moderation and expertise to ensure they are used in the correct way. There is a cost associated, even if it is mostly staff time.</description>
